{"id":16173,"date":"2015-01-15T11:54:04","date_gmt":"2015-01-15T16:54:04","guid":{"rendered":"https:\/\/www.glensfalls.com\/glensfallsbusinessjournal\/2015\/01\/new-york-state-selected-for-program-to-buy-locally-grown-produce-for-schools.html"},"modified":"2015-01-15T11:54:04","modified_gmt":"2015-01-15T16:54:04","slug":"new-york-state-selected-for-program-to-buy-locally-grown-produce-for-schools","status":"publish","type":"post","link":"https:\/\/www.glensfalls.com\/glensfallsbusinessjournal\/2015\/01\/new-york-state-selected-for-program-to-buy-locally-grown-produce-for-schools\/","title":{"rendered":"New York State Selected For Program To Buy Locally Grown Produce For Schools"},"content":{"rendered":"<p>New York state has been selected by the<br \/>\nU.S. Department of Agriculture to participate<br \/>\nin a federal pilot program for the procurement<br \/>\nof locally-grown produce in New York<br \/>\nstate schools.<\/p>\n<p>The Pilot Project for Procurement of Unprocessed<br \/>\nFruits and Vegetables was included<br \/>\nin the 2014 federal Farm Bill and creates a<br \/>\nnew project to procure unprocessed fruits<br \/>\nand vegetables. New York is one of eight states<br \/>\nselected to participate in this first-of-its-kind<br \/>\nfederal initiative, the application for which<br \/>\nwas submitted by the New York State Office<br \/>\nof General Services.<\/p>\n<p>&#8220;New York is a nationally recognized leader<br \/>\nin the promotion and support of locally grown<br \/>\nfood, and with this selection we will ensure<br \/>\nthat students have access to fresh and nutritious<br \/>\nlocally-grown produce,&#8221; Gov. Andrew<br \/>\nCuomo said, &#8220;I thank the USDA for partnering<br \/>\nwith us to showcase the very best of New<br \/>\nYork&#8217;s thriving agricultural industry.&#8221;<br \/>\nNew York&#8217;s pilot will be administered by<br \/>\nthe State Office of General Services and will<br \/>\nbegin in Rochester. OGS will begin talking<br \/>\nwith farmers, food hubs and schools in the<br \/>\nregion about the program and how they can<br \/>\nparticipate. Because many of the Rochester<br \/>\norganizations have not worked with the USDA<br \/>\nbefore, OGS will help walk them through the<br \/>\nprocess.<\/p>\n<p>The announcement comes on the heels<br \/>\nof the Governor&#8217;s newly-created &#8220;Buy NY&#8221;<br \/>\ninitiative, which was announced at last week&#8217;s<br \/>\nUpstate-Downstate Agriculture Summit. &#8220;Buy<br \/>\nNY&#8221; is a joint effort by the State Department of<br \/>\nAgriculture &amp; Markets, Department of Corrections<br \/>\nand Community Supervision, Office of<br \/>\nMental Health, Department of Health, Office<br \/>\nof General Services and Cornell Cooperative<br \/>\nExtension to leverage existing centralized<br \/>\ncontracts regarding the purchase of state<br \/>\nfood products, including produce and dairy<br \/>\nproducts.<\/p>\n<p>The USDA first established a Farm to<br \/>\nSchool program to improve access to local<br \/>\nfoods in schools in 2010 and, in order to establish<br \/>\nrealistic goals to increase the availability<br \/>\nof local foods in schools, USDA conducted<br \/>\na nationwide Farm to School Census. The<br \/>\nfirst survey was taken during the 2011-2012<br \/>\nschool year.<\/p>\n<p>Prior to the creation of the Census, the<br \/>\nstate Department Agriculture and Markets<br \/>\nsurveyed more than 1,000 school food service<br \/>\ndirectors across the State to gauge their interest<br \/>\nin farm-to-school initiatives and to identify<br \/>\nbarriers and opportunities.<\/p>\n<p>As a result, in 2012, New York was selected<br \/>\nas one of only five states across the country<br \/>\nawarded funding from USDA&#8217;s first Farm to<br \/>\nSchool program, immediately enabling the State Department of Agriculture and Markets<br \/>\nto implement the best practices and opportunities<br \/>\nidentified in the survey.<\/p>\n<p>Though still in the early stages, the program<br \/>\nhas already been successful. In 2013,<br \/>\nBenton Berries, a local farm in Penn Yan, NY,<br \/>\nmade weekly deliveries of tomatoes to Binghamton,<br \/>\nJohnson City and Owego-Apalachin<br \/>\nschool districts. Approximately 3,000 pounds<br \/>\nof local tomatoes were served in 16 cafeterias<br \/>\nto more than 11,500 students in total that year<br \/>\nas a result. Also in 2013, the Binghamton City<br \/>\nSchool District served approximately 12,000<br \/>\npounds of local apples from Reisinger&#8217;s Apple<br \/>\nCountry, an orchard in Watkins Glen, N.Y, to<br \/>\n6,000 students in 10 school cafeterias.<\/p>\n<p>&#8220;Inclusion in this pilot program is a testament<br \/>\nto the hard work of numerous state<br \/>\nagencies at the direction of Governor Cuomo<br \/>\nto find multiple opportunities to bring more<br \/>\nlocally grown and produced products to the<br \/>\ntables of New Yorkers,&#8221; OGS Commissioner<br \/>\nRoAnn Destito said. &#8220;Since 2011, OGS has<br \/>\nbeen working with local farmers through<br \/>\nour warehouse in Long Island. Over 225,000<br \/>\npounds of local potatoes, apples, cabbage,<br \/>\ncarrots, turnips, broccoli, corn and beets have<br \/>\nbeen distributed to 36 school districts. &#8221;<\/p>\n<p>&#8220;I believe that the procurement of locally produced<br \/>\nfoods in schools and institutions is<br \/>\nnothing short of a golden opportunity for New<br \/>\nYork agriculture,&#8221; State Agriculture Commissioner<br \/>\nRichard A. Ball said.<\/p>\n<p>Provisions in the federal Farm Bill require<br \/>\nthat the selection of states included in the<br \/>\npilot must be based on a demonstrated commitment<br \/>\nto building their own farm-to-school<br \/>\nprograms, the quantity and variety of local<br \/>\nfruits and vegetables producers in the state,<br \/>\nand the number of local education organizations<br \/>\nserving different population sizes and<br \/>\ngeographic regions in the state.<\/p>\n<p>Senator Charles E. Schumer said, &#8220;Through<br \/>\nthis innovative federal-state pilot program,<br \/>\nNew York will provide schools throughout the<br \/>\nstate with locally grown fruits, vegetables, and<br \/>\nproduce; it is a win-win for New York farmers<br \/>\nand students. Now, New York&#8217;s agriculture will<br \/>\nnot only be farm-to-table but farm-to-school.&#8221;<\/p>\n<p>Sen. Kirsten E. Gillibrand, a member of<br \/>\nthe Senate Agriculture Committee said, &#8220;This<br \/>\nis great news for our schools and our local<br \/>\nfarmers. New York state is home to a strong<br \/>\nagricultural industry that has the potential<br \/>\nfor even more growth.
