One year ago, EDC Warren County
\nembarked on a new era of “Collaboration
\nFor Growth,” a vital ingredient in both
\nachieving immediate positive results and
\nproviding a road map for future success.<\/p>\n

Teamwork and partnerships with regional,
\nstate agencies, private business,
\nelected officials and citizens all brought
\ntogether now collectively form a solid
\nfoundation upon which to make progress
\nand achieve results.<\/p>\n

Looking to the future, the collaborative
\napproach will be even more important in
\n2015 and beyond. Building a portfolio of
\nsuccessful projects, obtaining funding and
\nattracting investment is directly connected
\nto the ability to leverage broader regional
\nstrengths and common needs as a means
\nto increase efficient use of resources.
\nIn 2014, EDC was able to use resources,
\nprograms and experience to make a difference
\nin the region including helping
\nbusinesses and organizations access a
\nvariety of funding programs offered at the
\nlocal, region, state and federal levels. EDC
\nassisted Finch Paper in their application
\nvia the 2014 Round Four NYS Consolidated
\nFunding Application (CFA). The company
\nwas subsequently awarded $1 million in to
\nhelp offset $20 million in new plant and
\nequipment modernization expenses. It will
\nhelp keep the company competitive and
\nbuild new market opportunities.<\/p>\n

EDC in 2014 assisted businesses access
\n“gap” financing for projects using two local
\ndevelopment corporation (LDC) loan
\nprograms for expansion projects. A number
\nof these local companies were able to
\nleverage LDC loans to help add new business,
\nequipment and jobs.<\/p>\n

They included:
\nReliable Racing Supply Inc., Sutton’s, Martha’s,
\nFriends Lake Inn, Bullpen Tavern,
\nAchenbach’s, Superior Cantina restaurant
\nand more. All told, LDC financing of over
\n$900,000 assisted these projects, many
\nof which were leveraged with traditional
\nbank financing.<\/p>\n

These funding programs either retained
\nor created a total of over 150 jobs. By
\ncomparison, the prior year of 2013 saw no
\nnew applications and no loans–a good
\nturnaround; but we can do more.<\/p>\n

EDC sponsored and promoted a number
\nof special events in 2014 that attracted and
\ngathered top business executives to hear
\nbusiness perspectives as well as the latest
\nnews from industry, economic development
\nrepresentatives, elected officials and
\ninstitutional leaders from the region. In
\nJanuary 2014, nationally renowned economist
\nHugh Johnson presented his financial
\nmarket predictions for the year at EDC’s
\nfirst annual Economic Outlook breakfast.<\/p>\n

In May 2014, EDC brought together
\nnoted companies and speakers from the
\neconomic sector of forest products–including
\npaper, wood, and supporting industries
\n–to discuss their collective impact
\nat EDC’s annual luncheon.<\/p>\n

This coming May 2015, EDC plans to feature
\na luncheon program featuring two of
\nthe largest major locally based healthcare
\nindustry providers and employers: Glens
\nFalls Hospital and Hudson Headwaters
\nHealth Network. It will look at their collective
\nand individual roles, changing environments and economic impacts.<\/p>\n

Infrastructure preparation is vital to
\nboth attracting new business and retaining
\nand expanding existing companies. It is a
\ncumbersome, complicated and expensive
\ntopic that takes years of planning, analysis,
\nand, most of all, funding. EDC’s role
\nis to facilitate and coordinate efforts so
\ntax dollars are spent on the best ROI for
\nthe region.<\/p>\n

New jobs depend on our ability to make
\nthe best use of our resources. Infrastructure
\nis not limited to roads, bridges and
\nother transportation assets. It also means
\nbroadband, cell coverage, electric grid
\nupgrades and repairs, natural gas and the
\nless glamorous: sanitary sewer, municipal
\nwater networks, facilities and capacity.<\/p>\n

In 2014, EDC in conjunction with its
\npartner Adirondack Gateway Council,
\nled the way on a number of multi-county
\nefforts including HUD-funded feasibility
\nstudies that will provide a road map for
\nregional solutions, funding and eventual
\nimplementation for sewer, broadband, cell
\nand other critical services.<\/p>\n

For 2015 we must continue our work
\non infrastructure. A key project is to
\nobtain funding for an updated action for
\nimproved vehicle and pedestrian access
\nalong the Northway Exit 20-Route 9 corridor.<\/p>\n

Perhaps the most important element
\nbusiness needs to succeed–consistently
\ncited in annual site selection and business
\nmanagement surveys–is a trained, available
\nworkforce. In 2014, EDC engaged in
\ntraining to meet the needs of today and
\ntomorrow’s fastest growing industries. In
\nDecember 2014, with funding from the
\nEnvironmental Protection Agency, EDC
\ncollaborated with the city of Glens Falls
\nand the state Department of Labor to initiate
\na new brownfield environmental job
\ntraining program for candidates interested
\nin pursuing new careers in the field of
\nenvironmental remediation and detection.<\/p>\n

The initial class graduated 28, with a
\nnumber already obtaining employment.
\nThis program is scheduled to continue in
\n2015 and is a model for other potential advanced
\nmanufacturing training programs.<\/p>\n

Through continual outreach, EDC engaged
\na number of companies seeking new
\nsite and building opportunities to grow
\ntheir businesses.<\/p>\n

In 2014, locally owned and operated
\nSheet Labels.Com moved from a startup
\nlocation to a new 30,000-square-foot,
\nstate-of-the-art facility on Pruyn’s Island
\nIndustrial Park, with the assistance
\nof EDC. In October 2014, Hacker Boat
\nfinalized a land purchase and is moving
\nahead with plans to design and build a
\n90,000-square-foot manufacturing facility
\nin Queensbury Business Park.<\/p>\n

In early 2014, EDC worked with west
\ncoast-based JUST Water to assist in locating
\na facility to package and distribute
\nwater products using Glens Falls area
\npure water. Water is a resource available
\nin excess capacity in our region and JUST’s
\nproject will provide new jobs and revitalize
\na landmark, but deteriorating, older
\nformer church property in Glens Falls.<\/p>\n

All told, the impact from these combined
\nthree projects will retain 70 jobs
\nand add as many as 40-45 over the next
\nseveral years.<\/p>\n

Looking forward to 2015, the Southern
\nAdirondack Region should continue to
\nenjoy continued positive momentum and
\nnew investment that will result in new
\ngood-paying jobs and economic strength.<\/p>\n

With the support of our business leaders
\nand organizations like the Adirondack
\nRegional Chamber of Commerce, federal,
\nstate, county and local officials, as well
\nas the business community, EDC Warren
\nCounty is ready for new opportunities to
