On a given day, Edward Bartholomew and his
\nteam may be found at Finch Paper, discussing the
\ncompany’s $20 million modernization plan. The
\nnext day, they may be up in the North Country, visiting
\na fishing guide in need of a small business loan.<\/p>\n

Bartholomew, president of the Warren County
\nEconomic Development Corp., said it is that kind
\nof diversity that makes the county great and keeps
\nhis job interesting.<\/p>\n

“The challenge is to allocate our time to our
\nmanufacturers, the larger industries and larger
\nbusinesses, while still paying attention to the
\nsmaller businesses in the area,” he said. “Because
\nthey are all equally important.”
\nAnd when it comes to economic development
\nin Warren County, businesses large and small, in
\nevery part of the county, look to the EDC. Just over
\na year ago, the nonprofit organization expanded
\nits role to handle economic development not only
\nfor the county, but for the city of Glens Falls, the
\ntown of Queensbury and every other town in Warren
\nCounty.<\/p>\n

Its contract with Glens Falls includes oversight
\nof the city’s Industrial Development Agency and
\nCommunity Development Corp., which handles
\nhousing rehabilitation and first-time home buyers
\nfunding programs.<\/p>\n

In addition to his title with the EDC, Bartholomew
\nis known as economic development
\ndirector for Glens Falls.
\n“It has been crystallized into one organization,
\nso we can go out and work very closely with the municipalities
\nand be able to speak on their behalf and
\nwork in obtaining funding and new employment
\nopportunities,” he said. “We’re speaking with one
\nvoice on economic development for Warren County.<\/p>\n

“And I think as we go forward with the scarcity
\nof funds, and with the competition in bringing
\nnew businesses and industries, it is always more
\neffective to have everybody rowing in the same
\ndirection.”<\/p>\n

The economic development tasks EDC takes on
\nare as varied as the types of businesses for which it
\nprovides them. Its priorities include marketing the
\ncounty and its communities to businesses, as well
\nas helping with the site selection process; supporting
\nregional infrastructure projects–increased
\nbroadband and wastewater treatment are top
\non this list this year; fostering the growth of such
\nestablished industry clusters as medical devices,
\npaper, health care and tourism; and providing
\nfinancial support to businesses of all sizes.<\/p>\n

“Over 80 percent of all new jobs created in the
\nnortheast come from expansion of existing businesses,”
\nBartholomew said. “That ranges from a
\nsmall family operation of five or six people up to
\nthe large business that will continue to grow or
\nstabilize through assistance.”<\/p>\n

He said noteworthy projects over the past year
\nranged from helping SheetLabels Inc., which had
\noutgrown its space in Queensbury, move into a
\n30,000-square-foot facility in Pruyn’s Island Business
\nPark; assisting Finch Paper in securing $1
\nmillion from the state toward its expansion; and
\nproviding financial assistance so Martha’s Ice
\nCream could expand on Route 9 in Queensbury.<\/p>\n

“I think one of the areas where we have made
\nmajor advancements is in our oversight of the
\nGlens Falls IDA and the Warren County Local
\nDevelopment Corp.,” Bartholomew said. “In 2013,
\ndue to a variety of factors including the economy,
\nthere were no monies advanced or loaned. In 2014,
\nnearly $900,000 was loaned to businesses and we
\nessentially retained or created over 200 jobs in
\nWarren County with those loans.”<\/p>\n

The EDC administers a number of loan funds,
\nand in April will roll out a $500,000 revolving loan
\nfund to be offered in conjunction with the Washington
\nCounty LDC.<\/p>\n

“This is the first time there has been a bi-county
\nloan fund like this,” said Deanna Derway, president
\nof Washington County LDC. “So it is kind of a new
\nprocess we’ve been traversing together which we
\nhope to unveil soon and begin ushering some businesses
\ninto that program.”<\/p>\n

Business financing and job creation are the
\nmain jobs of the Washington County LDC, which
\nalthough private is housed in the county offices in
\nFort Edward.<\/p>\n

Derway said that since its formation in 1985, the
\norganization has made 153 loans totaling $14.5 million.
\nIt has 40 active loans on its books at the moment,
\nand Derway said applications have jumped
\nover the past year as the economy has improved.
\n“It is an extremely varied list [of borrowers],”
\nshe said. “Washington County has such
\na diverse business climate, more diverse than
\nmost counties–everything from large industry
\nlike Adirondack Scenic, which works with all the
\nBroadway shows, down to little mom and pop
\nshops.”<\/p>\n

She said the LDC’s role as a lender is very important,
\nparticularly for small businesses who may
\nbe turned away by banks.
\n“We can look at a project and help evaluate the
\nbest options are for them,” she said. “We also do
\nsome grants through this office. Businesses can’t
\napply for grants directly so they need a nonprofit
\nto apply on their behalf.”<\/p>\n

The organization also provides training for
\nentrepreneurs, which Derway described as a “business
\nboot camp.” And the LDC is always there for
\nbusiness owners who just need advice and direction.
\nDerway estimated that she spoke to about 150
\nbusiness owners in 2014, on a wide variety of topics.<\/p>\n

The Washington County LDC also plays a role in
\nmarketing the county to businesses, a job Derway
\nsaid has gotten easier since the county appointed
\nan economic development director, Laura Oswald,
\nlast year. Derway, Oswald and County Planner Chris
\nDeBolt, work closely together.<\/p>\n

“We try to maximize what each of us has to offer,
\nbecause we are all just one person in our departments,”
\nDerway said. “So that has been a nice thing,
\nto market the country through collaboration.”
\nShe said that collaboration was one reason
\nWashington County was awarded more than $3
\nmillion in the state’s Consolidated Funding Application
\neconomic development grant competition
\nlast year for various projects throughout the county.<\/p>\n

Economic developers and environmental activists
\nwill also partner in a new initiative to increase
\nbusiness for local farmers. Representative of EDC
\nWarren County, Tri-County Transition Initiative
\nand Glens Falls Farmers Market have formed an
\ninformal volunteer committee to market local
\nagricultural products to local restaurants.
\n“The initial goal is to identify one or two restaurants
\nthat would agree to use local agricultural
\nproducts, and then promote those restaurants as
\nrole models”, said Bartholomew.<\/p>\n

The committee was a suggestion from members
\nof Tri-County Transition Initiative, a local global
\nawareness advocacy group that participated in
\na regional planning process conducted by the
\nAdirondack Gateway Council, a coalition of government,
\neconomic development and planning
\nentities in Warren, Washington and northern
\nSaratoga counties.<\/p>\n
