New York state will invest $160 million
\nto grow large-scale clean energy projects
\nstatewide.<\/p>\n
As part of the state’s Reforming the Energy
\nVision (REV) strategy, the funding is being
\nmade available to support public-private sector
\npartnerships in clean energy projects, Gov.
\nAndrew Cuomo said in early April.<\/p>\n
Funding will be administered competitively,
\nand proposals will improve energy affordability
\nand reliability, while also expanding new
\neconomic development opportunities and
\nprotecting the environment.
\n“This funding is a crucial resource for
\nthe development of New York’s clean energy
\ninfrastructure, and by supporting large scale
\nprojects we are ensuring that the grid can
\nmeet the needs of a growing economy,” Cuomo
\nsaid. “Investing in these kinds of projects is
\nanother example of how we are building a
\ncleaner and more sustainable future in New
\nYork state, and I look forward to seeing that
\nprogress unfold in the years ahead.”<\/p>\n
REV calls for creating a cleaner, more reliable
\nand more affordable energy system in New
\nYork State. This funding will support significant
\nprivate investment in renewable energy
\nsources such as wind farms, fuel cells, biomass
\nfacilities, renewable biogas and the upgrading
\nof small- to medium-sized hydropower projects
\nthat provide power to the electric grid.<\/p>\n
This $160 million competitive solicitation
\npromotes development of a broad range of new
\nclean energy resources. Contracts for these
\nprojects will be awarded for a term of up to
\n20 years. Recognizing the maturation of fuel
\ncell equipment, for the first time ever, fuel
\ncell projects will also be eligible for 20-year
\ncontracts.<\/p>\n
State officials said support for these new
\ngrid-based projects will be provided by the
\nNew York State Energy Research and Development
\nAuthority (NYSERDA) through the
\nMain Tier of the State’s Renewable Portfolio
\nStandard (RPS), which is New York’s primary policy to promote the development of new
\nlarge-scale renewable energy resources.<\/p>\n
According to the governor’s office, for every
\n$1 invested in RPS Main Tier projects, New
\nYork realizes $3 in economic benefits. More
\nthan $3 billion of direct investment in New
\nYork state is expected as a result of existing
\nMain Tier projects in the form of jobs, payments
\nto public entities, in-state purchase of
\ngoods and services and land leases.<\/p>\n
NYSERDA’s previous nine RPS Main Tier
\nsolicitations for large-scale renewable projects
\nhave resulted in approximately 2,036 megawatts
\nof installed capacity at 65 projects that,
\nonce operational, will generate more than five
\nmillion megawatt-hours of renewable energy
\nannually. Another Main Tier solicitation is
\nexpected to be released in 2016.<\/p>\n
State Energy and Finance Chairman
\nRichard Kauffman said, “While we envision
\na more localized power grid in the future,
\nit is imperative we ensure our large-scale
\ngeneration sources are as clean as possible.
\nWith certainty and transparency, New York
\nState is establishing itself as an attractive
\nenvironment for private developers to invest
\nand create new jobs in the state’s growing
\nclean economy.”<\/p>\n
NYSERDA President and CEO John B.
\nRhodes said large clean energy projects made
\npossible by the RPS investment “will have
\na positive impact on the environment and
\nthe economy of New York state. In addition,
\nthey will help advance Gov. Cuomo’s energy
\nobjectives, including the growth of renewable
\nelectric generation projects.”<\/p>\n
Under the strategic Reforming the Energy
\nVision initiative, New York State is actively
\nspurring clean energy innovation, bringing
\nin new investments and improving consumer
\nchoice through initiatives such as the Clean
\nEnergy Fund, $1 billion NY-Sun Initiative, $1
\nbillion NY Green Bank, $40 million NY-Prize
\ncompetition for community microgrids and
