The town of Lake George is close to breaking
\nground on its long-awaited, $7 million project
\nto transform the Route 9 corridor from Exit
\n21 of the Northway to the village line into a
\npedestrian-friendly roadway.<\/p>\n

Keith Oborne, director of the town Department
\nof Planning and Zoning, said funding for
\nthe Lake George Gateway project is in place
\nfrom the town, state and federal government,
\nbut the state comptroller has yet to officially
\naward the project to a contractor.<\/p>\n

The low bid, from Queensbury-based Cutting
\nEdge Group, came in at $6.7 million–about $1
\nmillion less than the consultant hired by the
\ntown had estimated, Oborne said.
\n“Usually when there is a discrepancy like
\nthat there is a time lag to make sure the applicant
\nhad vetted everything out correctly,”
\nhe said.
\nHe said once the bid is officially awarded,
\nthere will be a pre-construction meeting to set a work schedule, and “shortly after that we
\nshould be off and running.”<\/p>\n

Oborne expects the project to take two to
\ntwo-and-a-half years to complete, primarily
\nbecause of the need to stop work on Fridays,
\nSaturdays and Sundays between Memorial Day
\nand Labor Day–prime tourism periods–as
\nwell as around specific events such as Americade
\nand the National Car Show, so as not to
\nimpede tourism.<\/p>\n

“Commerce trumps everything,” he said.
\nThe idea of the Gateway Project is that the
\n0.9-mile stretch of Route 9 between Exit 21
\nand West Brook Road should accommodate
\nusers of all ages and abilities, with access by
\npedestrians, bicyclists, snowmobilers, and mass
\ntransit riders as well as motorists. It uses the
\n“complete street” model, which integrates
\nvarious design elements to control access and
\nspeed, thereby improving safety and making
\nuse of the road a better experience for all.<\/p>\n

The transformation will officially start at
\nthe intersection of Routes 9 and 9N, with
\ngreen space on both sides of the road, although
\nOborne said walkways will be extended a few
\nhundred yards south of the intersection. Route
\n9 will become a curbed street with sidewalks
\ninstalled along both sides. The sidewalks will be
\nseparated from the road by landscaped areas,
\nfeaturing trees and shrubs native to the region.
\nBoulevard-style medians, also with trees,
\nwill be placed at strategic locations along Route
\n9 to reduce traffic speed, control left turns and
\nenhance the corridor’s visual appeal.<\/p>\n

There will be several new pedestrian
\ncrosswalks, including at least two with traffic
\nsignals–one connecting Tandoori Grill and
\nBarnsider BBQ with Pirate’s Cove Miniature
\nGolf Course, and the other at Lake George
\nBattlefield Park.<\/p>\n

Other planned improvements include the
\nadoption of period lighting, enhanced signage,
\ngreen infrastructure measures to address the
\nimpact of storm water, and a link to the Warren
\nCounty Bike Trail.<\/p>\n

As a result of the changes, Lake George’s
\nwalkable business district will nearly double
\nin size, said Oborne.<\/p>\n

The project, which has been planned for
\nabout five years, was designated a Strategic
\nTransportation Program (STEP) project by
\nthe state Department of Transportation in
\nSeptember 2013.<\/p>\n

It will therefore be financed primarily
\nthrough a $7.5 million grant administered by
\nthe DOT. The project also received $1.1 million
\nin federal funds provided under the Federal
\nHighway Administration’s Transportation Enhancement
\nProgram (TEP), also administered
\nin the state by the DOT.<\/p>\n

“Those funds have been fully vetted and fully
\nprovided for,” Oborne said. “I don’t know why
\nwe’re so lucky, but we’re lucky.”<\/p>\n

The town’s expenditure will be up to, but not
\nexceed, $359,000 in cash or in-kind services.
\nIn mid-March, the town approved the issuance
\nof $1 million in serial bonds or bond anticipation
\nnotes to cover reimbursable construction
\nexpenses it must pay up front.<\/p>\n
