{"id":16863,"date":"2015-05-14T08:36:29","date_gmt":"2015-05-14T12:36:29","guid":{"rendered":"https:\/\/www.glensfalls.com\/glensfallsbusinessjournal\/2015\/05\/lake-george-embarks-on-work-to-improve-route-9-corridor-exit-21-to-village-line.html"},"modified":"2015-05-14T08:36:29","modified_gmt":"2015-05-14T12:36:29","slug":"lake-george-embarks-on-work-to-improve-route-9-corridor-exit-21-to-village-line","status":"publish","type":"post","link":"https:\/\/www.glensfalls.com\/glensfallsbusinessjournal\/2015\/05\/lake-george-embarks-on-work-to-improve-route-9-corridor-exit-21-to-village-line\/","title":{"rendered":"Lake George Embarks On Work To Improve Route 9 Corridor, Exit 21 To Village Line"},"content":{"rendered":"<div class=\"img-left\">\n<div>\n<img loading=\"lazy\" decoding=\"async\" alt=\"route9lg_rtbphoto.jpg\" src=\"https:\/\/www.glensfalls.com\/glensfallsbusinessjournal\/wp-content\/uploads\/sites\/109\/2015\/05\/route9lg_rtbphoto.jpg\" class=\"aligncenter\" height=\"168\" width=\"300\">\n<\/div>\n<div class=\"img-caption\">The work to transform this section of the corridor, much used by tourists, will cost about $7 million, resulting in improved safety and better features for pedestrians, bicyclists and others.\n<\/div>\n<\/div>\n<p>BY BARBARA PINCKNEY<\/p>\n<p>The town of Lake George is close to breaking<br \/>\nground on its long-awaited, $7 million project<br \/>\nto transform the Route 9 corridor from Exit<br \/>\n21 of the Northway to the village line into a<br \/>\npedestrian-friendly roadway.<\/p>\n<p>Keith Oborne, director of the town Department<br \/>\nof Planning and Zoning, said funding for<br \/>\nthe Lake George Gateway project is in place<br \/>\nfrom the town, state and federal government,<br \/>\nbut the state comptroller has yet to officially<br \/>\naward the project to a contractor.<\/p>\n<p>The low bid, from Queensbury-based Cutting<br \/>\nEdge Group, came in at $6.7 million&#8211;about $1<br \/>\nmillion less than the consultant hired by the<br \/>\ntown had estimated, Oborne said.<br \/>\n&#8220;Usually when there is a discrepancy like<br \/>\nthat there is a time lag to make sure the applicant<br \/>\nhad vetted everything out correctly,&#8221;<br \/>\nhe said.<br \/>\nHe said once the bid is officially awarded,<br \/>\nthere will be a pre-construction meeting to set a work schedule, and &#8220;shortly after that we<br \/>\nshould be off and running.&#8221;<\/p>\n<p>Oborne expects the project to take two to<br \/>\ntwo-and-a-half years to complete, primarily<br \/>\nbecause of the need to stop work on Fridays,<br \/>\nSaturdays and Sundays between Memorial Day<br \/>\nand Labor Day&#8211;prime tourism periods&#8211;as<br \/>\nwell as around specific events such as Americade<br \/>\nand the National Car Show, so as not to<br \/>\nimpede tourism.<\/p>\n<p>&#8220;Commerce trumps everything,&#8221; he said.<br \/>\nThe idea of the Gateway Project is that the<br \/>\n0.9-mile stretch of Route 9 between Exit 21<br \/>\nand West Brook Road should accommodate<br \/>\nusers of all ages and abilities, with access by<br \/>\npedestrians, bicyclists, snowmobilers, and mass<br \/>\ntransit riders as well as motorists. It uses the<br \/>\n&#8220;complete street&#8221; model, which integrates<br \/>\nvarious design elements to control access and<br \/>\nspeed, thereby improving safety and making<br \/>\nuse of the road a better experience for all.<\/p>\n<p>The transformation will officially start at<br \/>\nthe intersection of Routes 9 and 9N, with<br \/>\ngreen space on both sides of the road, although<br \/>\nOborne said walkways will be extended a few<br \/>\nhundred yards south of the intersection. Route<br \/>\n9 will become a curbed street with sidewalks<br \/>\ninstalled along both sides. The sidewalks will be<br \/>\nseparated from the road by landscaped areas,<br \/>\nfeaturing trees and shrubs native to the region.<br \/>\nBoulevard-style medians, also with trees,<br \/>\nwill be placed at strategic locations along Route<br \/>\n9 to reduce traffic speed, control left turns and<br \/>\nenhance the corridor&#8217;s visual appeal.<\/p>\n<p>There will be several new pedestrian<br \/>\ncrosswalks, including at least two with traffic<br \/>\nsignals&#8211;one connecting Tandoori Grill and<br \/>\nBarnsider BBQ with Pirate&#8217;s Cove Miniature<br \/>\nGolf Course, and the other at Lake George<br \/>\nBattlefield Park.<\/p>\n<p>Other planned improvements include the<br \/>\nadoption of period lighting, enhanced signage,<br \/>\ngreen infrastructure measures to address the<br \/>\nimpact of storm water, and a link to the Warren<br \/>\nCounty Bike Trail.<\/p>\n<p>As a result of the changes, Lake George&#8217;s<br \/>\nwalkable business district will nearly double<br \/>\nin size, said Oborne.<\/p>\n<p>The project, which has been planned for<br \/>\nabout five years, was designated a Strategic<br \/>\nTransportation Program (STEP) project by<br \/>\nthe state Department of Transportation in<br \/>\nSeptember 2013.<\/p>\n<p>It will therefore be financed primarily<br \/>\nthrough a $7.5 million grant administered by<br \/>\nthe DOT. The project also received $1.1 million<br \/>\nin federal funds provided under the Federal<br \/>\nHighway Administration&#8217;s Transportation Enhancement<br \/>\nProgram (TEP), also administered<br \/>\nin the state by the DOT.<\/p>\n<p>&#8220;Those funds have been fully vetted and fully<br \/>\nprovided for,&#8221; Oborne said. &#8220;I don&#8217;t know why<br \/>\nwe&#8217;re so lucky, but we&#8217;re lucky.&#8221;<\/p>\n<p>The town&#8217;s expenditure will be up to, but not<br \/>\nexceed, $359,000 in cash or in-kind services.<br \/>\nIn mid-March, the town approved the issuance<br \/>\nof $1 million in serial bonds or bond anticipation<br \/>\nnotes to cover reimbursable construction<br \/>\nexpenses it must pay up front.<\/p>\n<p>Photo by Todd Bissonette Photography<\/p>\n","protected":false},"excerpt":{"rendered":"<p> The work to transform this section of the corridor, much used by tourists, will cost about $7 million, resulting in improved safety and better features for pedestrians, bicyclists and others.
