State representatives discussed a variety
\nof issues facing the State Legislature that
\nimpact the region at the “Eggs & Issues”
\nbreakfast forum hosted by the Adirondack
\nRegional Chamber of Commerce on June 12
\nat the Queensbury Hotel.<\/p>\n

Sen. Betty Little, Assemblyman Dan Stec
\nand Assemblywoman Carrie Woerner were the
\nfeatured speakers.<\/p>\n

Woerner, who finished her first year in the
\nAssembly, said “it’s exciting to be part of an organization
\nthat is rebuilding itself. Any change of leadership under any circumstance is an
\nopportunity to re-look at how we do business.
\nThe new speaker has been very good and has
\nopened up the opportunity for less-tenured
\nmembers to participate in the legislative
\nprocess. In the coming year, we will see a lot
\nof new policies implemented. The Legislature
\nis reconstructing itself. It’s an exciting time.”
\nWoerner cited the Education Tax Credit as
\na major challenge.
\n“Frankly, the Education Tax Credit is a giveaway
\nto New York City. It’s been a very divisive
\nissue regarding how to properly fund education
\nat all levels,” she said. “We were fortunate to
\nget more public money for public schools, but
\nour schools and community colleges are still
\nnot properly funded–yet here we are arguing
\nthat we should give away $160 million to
\nparochial education in New York City.”<\/p>\n

Little stated that she supported the Education
\nTax Credit.
\nDan Stec addressed a Pension Forfeiture
\nBill he is involved with. “If you are a corrupt
\nofficial [convicted of a crime related to the
\nposition], you should forfeit your public pension.
\nIf you take a poll, more than 80 percent
\nof Upstate New Yorkers support this bill. Yet
\nit’s been a stumbling block in the senate in
\nregards to ethics reform,” said Stec.<\/p>\n

“A third of the members of the Assembly
\nhave less than four years of experience,” said
\nWoerner. “That third have already supported
\nthe Ethics Reform bill. It’s really an issue of the
\nold guard resisting new change. One positive
\nthing is that the block of less-tenured members
\nin the assembly have made a difference. Those
\nmembers have pushed for a leadership change,
\nand an openness and willingness to address
\nhow we do business. That’s been the untold
\nstory in the Assembly–that the newer members
\nhave been the ones to create change. Our
\nposition on ethics is driven by the fact that we
\nare new and don’t have any expectation that we
\nare going to get a pass if we commit a felony.”<\/p>\n

Little broached Campaign Finance Reform
\nas a facet of Ethics Reform.
\n“There are some limitations in place, but
\nwhen you are talking about tax-payer funded
\ncampaigns–that’s just ridiculous. You have
\npeople who can run for office, go to all these
\nevents and receive money, and they know
\nthey’re not going to win,” she said..<\/p>\n

Said Woerner, “Publicly financing campaigns
\nis not an answer. We need to start thinking
\noutside the box and deal with the fact that
\nthere is way too much money in politics.
\nThere is the influence of money, whether it
\nis money coming from individuals, unions or
\nbusinesses. Every dollar that you have to raise
\ncomes with a string attached to it. You’ve got
\nto be prepared for the fact that at some point,
\nsomebody is going to pull on that string … If
\nwe can’t put limits on how much people can
\ncontribute, then we need to put limits on how
\nmuch we can spend.”<\/p>\n

“If a person is wealthy, they can put all
\ntheir money into their campaign–millions
\nof dollars. Are we going to go back to the days
\nof George Washington when only the wealthy
\nwere ever in office? You can see why we get
\nbent out of shape over this,” said Little.<\/p>\n

About the proposed minimum wage increase,
\nWoerner said, “We have to do something
\nabout additional payroll taxes a business
\nhas to pay to ensure that we can give more
\nmoney to the people doing the work … My
\nhope is that during our next session, we can
\ndeal with the issue holistically and focus on
\nthe total cost of payroll. We hope to take the
\nburden off of businesses for workers comp
\nand unemployment and disability insurance.
\nWe have a bill out proposing to regionalize
\nthese costs. Right now the costs are based on
\nstate average costs, which makes absolutely
\nno sense.”<\/p>\n

Stec said he viewed the historic intent of
\nthe minimum wage as “an entry wage that
\nyou migrate off of through time and merit. If
\nthere was one glimmer of hope we saw this
\nyear, it was the acknowledgment that the New
\nYork City market is different than the upstate
\nmarket.”<\/p>\n
