A Katonah-based group will grow medicinal
\nmarijuana in Warren County after
\nbeing selected in late July as one of five
\ncompanies to be awarded a license by the
\nstate Department of Health.<\/p>\n

Etain LLC plans to grow marijuana at
\na 17-acre site in the town of Chester and
\nestimates creating 60 to 85 jobs.
\nThe state selected five organizations
\nto be issued registrations to manufacture
\nand dispense medical marijuana under the
\nstate Medical Marijuana Program. There
\nwere 43 applicants.<\/p>\n

Not receiving a license was Ted Berndt,
\nwho wanted to have a growing facility in the Washington County town of Jackson–
\nnorth of Cambridge and east of Greenwich–
\non Plains Road. Douglas Butdorf of
\nNorth Country Roots in Plattsburgh, who
\nwanted to place one of its dispensaries in
\nHalfmoon, Saratoga County, also did not
\nreceive a license.
\nFor Etain, the $4 million renovation of
\na horse barn, which will include addition
\nof greenhouses, has already started. Etain
\nwill dispense in Albany, Westchester, Ulster
\nand Onondaga counties.<\/p>\n

Etain is led by Amy Peckham, chief
\nexecutive officer, and her two daughters- Hillary Peckham, chief operations officer,
\nand Keeley Peckham, chief horticulture
\nofficer. Amy Peckham is married to John
\nPeckham, the CEO of the White Plainsbased
\nconstruction company Peckham
\nIndustries.<\/p>\n

Its website states it is a “women-owned
\nfamily business interested in healthy and
\nsafe agricultural solutions for medical
\npatients … whose mission is to optimize
\nthe quality of life of our patients by giving
\nthem access to medical cannabis.”<\/p>\n

The selection of the five registered
\norganizations is a key step forward in the
\naccelerated timetable to implement the
\nMedical Marijuana Program by January
\n2016. The state is working to implement
\nthe program and begin providing care to
\npatients faster than any other state has
\npreviously done.<\/p>\n

State Health Commissioner Dr. Howard
\nZucker said he hopes to have the program
\nup and running within 18 months.
\n“I am proud that we are on course to
\nprovide certified patients with access to
\nmedical marijuana more quickly than any
\nother state in the nation,” he said. “The
\nfive organizations selected for registration
\ntoday showed, through a rigorous and
\ncomprehensive evaluation process, they are
\nbest suited to produce and provide quality
\nmedical marijuana to eligible New Yorkers
\nin need, and to comply with New York’s
\nstrict program requirements.”<\/p>\n

Each licensee will have five dispensaries
\nwhere the medicinal product will be sold.
\nNone are in Saratoga, Washington or Warren
\ncounties.<\/p>\n

DOH will carefully monitor patient demand
\nto ensure all New Yorkers who meet
\nthe requirements of the Compassionate
\nCare Act have access to the program.<\/p>\n

As set forth in the Program’s implementing
\nstatute, each registered organization
\nwill initially be permitted to produce up
\nto five types of medical marijuana products
\nin forms approved by the commissioner.<\/p>\n

Approved forms include liquids and oils
\nfor vaporization, oromucosal or sublingual
\nadministration, or administration per tube
\nas well as capsules to take orally.<\/p>\n

Independent laboratory testing of the
\nfinal products is required, to test for contaminants
\nand ensure product consistency.
\nFurther, DOH must approve product pricing
\nand any advertising.<\/p>\n

State has adopted regulations which
\nprovide a comprehensive framework to
\ngovern all aspects of the program. Registered
\norganizations must adhere to rigorous
\nsecurity requirements. DOH also retains
\nthe authority to revoke registrations of
\nregistered organizations that are found to
\nhave failed to meet and satisfy the regulatory
\nrequirements.<\/p>\n
