NY State of Health (NYSOH), the state’s
\nofficial health plan Marketplace, announced
\nin October the insurers offering health and
\ndental plans to individuals and small business
\nowners in 2016.<\/p>\n
NYSOH also announced the insurers that
\nwill be offering the new Essential Plan to
\neligible, lower income New Yorkers. The Essential
\nPlan has no annual deductible and offers
\nthe same essential benefits as other plans,
\nincluding free preventive care. Consumers pay
\njust $20 a month per adult or nothing at all
\ndepending on their income.<\/p>\n
Individuals who are currently enrolled
\nin the Marketplace will receive information
\nabout renewing their coverage for 2016
\ndirectly from the Marketplace. Consumers
\nwho are new to the Marketplace will be able
\nto enroll in coverage for 2016. The enrollment
\nperiod began on Nov. 1.<\/p>\n
“More than 2.5 million New Yorkers have
\nalready enrolled in affordable coverage
\nthrough the NY State of Health Marketplace
\nsince its start two years ago,” said NYSOH
\nDirector Donna Frescatore. “We’re urging
\nindividuals who have not already enrolled in
\ncoverage to visit the Marketplace to see what
\nit has to offer in 2016.”
\nThe New York State Department of Financial
\nServices had previously announced
\nthe approved health insurance plan rates for
\ninsurers seeking to offer coverage in New
\nYork’s marketplace on July 31.<\/p>\n
The insurers that will offer Qualified
\nHealth Plans on the Individual Marketplace
\nin 2016 are: Affinity Health Plan, Capital
\nDistrict Physicians Health Plan, Crystal Run
\nHealth Plan, Empire BlueCross and Empire
\nBlue Cross Blue Shield, Excellus (Excellus
\nBlue Cross Blue Shield in Central NY and
\nUnivera in Western NY), Fidelis Care, Health
\nInsurance Plan of Greater New York (Emblem-
\nHealth), Healthfirst New York, HealthNow
\nNew York, Inc. (BlueShield of Northeastern
\nNY; BlueCross BlueShield of Western NY).<\/p>\n
Independent Health, MetroPlus Health
\nPlan, MVP Health Plan, Inc., North Shore LIJ
\n(CareConnect), Oscar Insurance Corporation;
\nUnited Healthcare of New York, Inc.,
\nand Wellcare.<\/p>\n
The insurers that will offer the new Essential
\nPlan in 2016 are:<\/p>\n

\nRun Health Plan.<\/p>\n
Excellus (Excellus Blue Cross Blue Shield
\nin Central NY and Univera in Western NY),

\nNew York (EmblemHealth), Healthfirst, Inde-
\npendent Health, MetroPlus Health Plan, MVP
\nHealth Care, United Healthcare, WellCare of
\nNew York and YourCare Health Plan.<\/p>\n
NY State of Health’s Small Business Marketplace
\noffers flexible options for small
\nbusinesses with 100 or fewer employees.
\nEmployers can select the amount they want to
\ncontribute toward the cost of their employee’s
\ncoverage and offer their employees a choice of
\nhealth plan options without the administrative
\nhassle, said Frescatore.<\/p>\n
The insurers that will be offered on the
\nSmall Business Marketplace, or SHOP, in 2016
\nare: Capital District Physicians Health Plan,
\nInc., Excellus (Excellus Blue Cross Blue Shield
\nin Central NY and Univera in Western NY
\n,Health Insurance Plan of Greater New York
\n(EmblemHealth), HealthNow (Blue Shield of
\nNortheastern NY; Blue Cross Blue Shield of
\nWestern NY), Independent Health, MetroPlus
\nHealth Plan, MVP Health Plan, Inc. and North
\nShore LIJ (CareConnect).<\/p>\n
The Marketplace will also offer the following
\nstand-alone dental plans: Delta Dental
\nInsurance Co., Dentcare, Dentegra Insurance
\nCo., Emblem, Empire BlueCross and Empire
\nBlue Cross BlueShield, Guardian (expanded
\nto the Individual Marketplace in 2015),
\nHealthNow New York, Inc. (Blue Shield of
\nNENY; Blue Cross Blue Shield of Western NY),
\nHealthplex, MetLife (offered on the Small
\nBusiness Marketplace only) and Solstice.<\/p>\n
Health Republic, a CO-OP that was offered
\non the Marketplace in 2014 and 2015 will not
\nbe offered in 2016 . Persons enrolled in Health
\nRepublic will receive a renewal notice providing
\ninformation about how to select another
\nplan for 2016. NYSOH and Department of
\nFinancial Services staff will be available to
\nassist Health Republic consumers with this
\ntransition to new coverage.<\/p>\n
Officials said all health plans offered on
\nthe Marketplace will cover doctor’s visits;
\nhospital stays; emergency care; maternity and
\nnewborn care; mental health and substance
\nabuse disorder services; prescription drugs;
\nrehabilitative and habilitative services and
\ndevices; laboratory services; preventive and
\nwellness services; chronic disease management
\nand pediatric dental and vision. Some
\nplans will offer additional benefits such as
\nadult dental and vision.<\/p>\n
