This former Ciba-Geigy industrial site in Queensbury could be turned into a large warehouse distribution center, flex space buildings and a riverfront park, consultants say\n<\/div>\n<\/div>\n

The town of Queensbury is hoping its ambitious
\nplan for the former Ciba-Geigy industrial
\nsite will attract private commercial developers to
\nthe riverfront property off Lower Warren Street.<\/p>\n

As conceptualized by the Chazen Cos., the project
\nconsultant hired by the city, the Queensbury
\nSouth Vision Plan includes a 140,000-squarefoot
\nwarehouse distribution center, three
\n40,000-square-foot flex space buildings, a riverfront
\npark and an outdoor industrial museum.<\/p>\n

The plan would cost about $50 million in public
\nand private funds, officials said.
\nBut Paul Cummings, a project manager for
\nChazen, said this is just one set of possibilities.
\nWhat actually is built, particularly on the commercial
\nsites, will ultimately be up to private
\ndevelopers.
\n“The buildings, in reality, could be any number
\nof combination of buildings,” Cummings said.
\n“There is nobody proposing to construct those,
\nthere is no person lined up right now that would
\nconstruct those.”<\/p>\n

First, the property must be made desirable
\nfor private developers, a process that could take
\nsome time. It includes building roads, installing
\nutilities, making any necessary zoning changes
\nand possibly doing a generic environmental
\nimpact statement.<\/p>\n

“That would lower the development costs to
\nthe degree that we are hoping that would then
\nattract the private market,” Cummings said.
\nPart of the property included in the Queensbury
\nSouth Vision Plan, including most of the spot eyed
\nfor a distribution center, is owned by Warren
\nCounty.<\/p>\n

“The majority [of that parcel] is on the Warren
\nCounty Department of Public Works site, so there
\nwould need to be some project partnership with
\nthe county on that,” Cummings said. “We envision
\nthat it would be a good spot for a warehouse type
\nfacility, but it could be two flex office-type
\nbuildings.”<\/p>\n

The rest of the property is owned by BASF,
\nthe New Jersey-based chemical company that
\nwas parent to Ciba-Geigy. The Ciba-Geigy pigment
\nplant was demolished in the late 1980s.
\nAn $8 million, two-year cleanup of the site was
\ncompleted in 2001.<\/p>\n

Cummings said the state Department of Environmental
\nConservation has signed off on the
\ncorrective actions BASF has taken, but BASF itself found a few other things it wanted to do.
\n“So that is a good thing,” he said. “They are
\nconstantly monitoring the site and are willing
\nto make whatever investments are necessary to
\nmake sure it is reusable.”<\/p>\n

Cummings said BASF plans to lease the property
\nwhere the Ciba-Geigy plant stood to private
\ndevelopers. This will allow them to make sure
\nthere is no impact on the corrective measures
\nthat were taken.<\/p>\n

Cummings said Chazen looked at several
\npossible uses for the site, considering economic
\nfeasibility and what is permissible given its
\nhistory, and determined that light industrial or
\nprofessional office space was the best bet. He
\nsaid there is some interest in making the site a
\nSTART-UP NY zone, where businesses would pay
\nno state taxes for 10 years.<\/p>\n

Although Chazen’s concept puts three
\n40,000-square-foot buildings on that site, Cummings
\nsaid it could be several smaller buildings,
\nor perhaps two larger ones.<\/p>\n

“Ultimately the cumulative square footage
\nwould likely be around 120,000 square-feet
\nbecause that is what is feasible given what you
\nneed for parking, roadway access [and] utilities,”
\nhe said.<\/p>\n

BASF would also lease the park space along
\nthe river to the city. The concept plan envisions
\nevent space, a fishing pier, a pedestrian bridge
\nover the railroad tracks, and an outdoor museum.
\nCummings said support for this part of the plan
\nshould come from the state’s Waterfront Revitalization
\nProgram.<\/p>\n

The rest of the roughly $6 million in public
\ncosts included in the plan might come from a
\nConsolidated Funding Application to the state,
\na Community Development Block grant or other
\nfunding mechanisms.<\/p>\n

“There are a number of different ways to
\nmake that possible,” Cummings said. “And that is
\nwhere we are at. We have this concept planned
\nout, now we have to start thinking about how we
\nimplement that.”<\/p>\n

The project would take place in phases, with
\nthe private development on the Ciba-Geigy site
\nseen as phase two and development of the Warren
\nCounty site further out. No dates have been set.
\n“This is a long term play, so I don’t want to
\nover promise,” Cummings said. “These things
\ntake a while. You measure them in decades, not
\nmonths or years.”<\/p>\n
